What Is a Draft Khata?

A Draft Khata is a property record that has been entered into the E-Aasthi system but has not yet been fully verified, approved, and issued as a Final e-Khata.

Think of it as a halfway house. Your property exists in the government's digital system. Your details are visible. But the process is not complete  some step is pending.

A Draft Khata was introduced as part of the Bhoo Guarantee and e-Khata digitisation drive to capture as many properties as possible quickly  even if the full verification process was not yet complete. More than 20+ lakh properties fall under BBMP/GBA limits across 225+ wards in Bengaluru and the government used the Draft stage to onboard properties in bulk while verification happened in the background.

The Draft Khata is not a defective document. It is a correct-but-incomplete one. Everything in it may be accurate  but it has not yet received the official seal of a Final e-Khata.

How to Check If Your Khata Is in Draft Status

The Quick Check  Before Going Into Full Steps

Method 1: Quick portal check (no login needed)

Go to eaasthi.karnataka.gov.in. Use the public property search. Enter your SAS ID or property address. If your property appears with a status badge  look for:

  • "Final e-Khata" in green → Your e-Khata is complete

  • "Draft Khata" or "Draft e-Khata" in orange or yellow → Still at Draft

  • "Pending" → Application in queue

  • No status shown → Property mapped but no Khata yet generated

Method 2: BBMP tax portal cross-check

Go to bbmptax.karnataka.gov.in. Search by SAS ID or owner name. If the property tax record exists here but E-Aasthi shows Draft  the civic tax record is in place but the Khata record is incomplete.

Method 3: WhatsApp / SMS notification

As part of the new initiative, property owners whose mobile numbers are registered in the BBMP property tax system will receive a ready-to-download e-Khata link directly via SMS or WhatsApp. Your SAS ID may be referenced in that message.

If you received a WhatsApp link  follow it. If it opens a Draft Khata page, your status is still Draft.

Log in with your registered mobile number → Navigate to your property → Check the "Pending Actions" or "Application Status" section → This shows exactly which step is outstanding.

Step-by-Step: How to Check Draft Khata on E-Aasthi

The Full Process with Screenshots

Step 1: Open E-Aasthi

Go to eaasthi.karnataka.gov.in. Use Google Chrome or Firefox for best results.

Step 2: Log in with your mobile number

Click Login. Enter the mobile number registered with BBMP/GBA for your property. Click Send OTP. Enter the OTP received on your phone.

Important: Log in with the mobile number linked to the property. If your number is not registered, use the public search for basic Draft status visibility.

Step 3: Select GBA Corporation

Select the GBA corporation that covers your property's area. Getting this right is critical.

Step 4: Navigate to "My Property" or "Draft e-Khata" section

After login, your dashboard appears. Click on "Draft e-Khata" or "My Property" to see properties linked to your mobile number.

Step 5: Search for your property

If your properties do not appear automatically, search using your SAS ID, PID/EPID, owner name + ward, or property address.

Step 6: Identify the Draft status

Your property appears with a "Draft Khata" or "Draft e-Khata" badge. This confirms the Draft status.

Step 7: Click on the property to see the full Draft record

Click on the property listing. The full property card opens  including a Pending Actions section that shows exactly what is preventing finalisation.

Step 8: Read the Pending Actions

The Pending Actions section is your to-do list. It will show one or more of:

  • Aadhaar KYC: Pending → You need to link Aadhaar

  • Revenue Inspector Verification: Pending → RI has not yet approved

  • Document Submission: Pending → You need to upload specific documents

  • Betterment Charges: Pending → Payment outstanding

  • Data Correction Required → A detail needs to be fixed

Each pending action has an "Action" or "Submit" button next to it. Use these to complete the pending step.

Step 9: View and download the Draft Khata document

Click "View Draft Khata" to open the document. Note that the Draft Khata:

  • May have a "DRAFT" watermark

  • May not have a QR code (or the QR may not scan)

  • May not carry a digital signature

If any detail is wrong in the Draft Khata:

Do not wait for the Draft to become Final and then correct it. Correct the error now  while the application is still open. Submit a correction request through the E-Aasthi portal with supporting documents. The Revenue Inspector will verify the correction before finalising the Khata.

How to Move Your Draft Khata to Final e-Khata

The Step-by-Step Conversion Process

Step 1: Check what is pending (from Step 8 above)

The Pending Actions section tells you exactly what needs to be done. Address each item in order.

Step 2: Complete Aadhaar KYC (most common pending action)

Aadhaar KYC is the most common reason for Draft status. To complete it:

  1. Click on "Complete Aadhaar KYC" from the Pending Actions

  2. Enter your Aadhaar number

  3. Choose OTP-based verification (OTP sent to Aadhaar-linked mobile) or biometric verification

  4. Enter the OTP received on your Aadhaar-registered mobile number

  5. Confirm submission

Important: The mobile number receiving the Aadhaar OTP must be the one registered with UIDAI. If your Aadhaar mobile number is different from your BBMP-registered mobile  you may need to update either Aadhaar or BBMP records first.

Step 3: Submit pending documents (if required)

If the Pending Actions list includes document submission:

  • Registered sale deed (PDF, max 2 MB)

  • Previous Khata certificate (if available)

  • Latest property tax receipt

  • Aadhaar card (owner)

  • If correction needed: additional supporting documents for the specific correction

Upload each document in the prescribed format. Most portals accept PDF up to 2 MB per file.

Step 4: Pay outstanding betterment charges (if applicable)

For properties undergoing B to A Khata conversion, betterment charges must be paid before Final e-Khata is issued. The amount depends on property area and zone (₹200–₹250 per sq m).

Click "Pay Now" and complete payment via net banking, UPI, or debit card. Keep the payment receipt  you will need to upload it or reference the transaction ID.

Step 5: Wait for Revenue Inspector verification

After your submissions, the application goes to the Revenue Inspector (RI) for physical or digital verification. This step is not within your control  but you can track it.

Check the status regularly at E-Aasthi. The application number assigned when you submitted will help you track the specific application.

Why timelines are long:

Each GBA ward office handles hundreds of Khata applications simultaneously. Greater Bengaluru Authority staff protested increased workload and alleged harassment during the e-Khata rollout, seeking deadline extensions due to operational and technical challenges.

The system is improving  but patience and proactive follow-up are both required.

What Should You Do If Draft Khata Is Stuck for Too Long?

Level 3: Ward Office Visit

Visit your GBA ward office physically with:

  • Printed application acknowledgement

  • Aadhaar KYC completion confirmation

  • All uploaded document copies

Level 4: GBA Commissioner's Office
