Gruha Jyothi 2.0 for Homeowners: Apply and Reapply 2026

Gruha Jyothi homeowner guide 2026: exact portal steps, door-to-door verification from July 1, electoral roll link, reapplication process, and what to keep ready.
Quick Summary (TL; DR)
The Gruha Jyothi Scheme provides up to 200 units of free electricity per month to eligible Karnataka homeowners through BESCOM and other ESCOMs The subsidy is applied directly to the bill, with no monthly claiming process once approved
For homeowners, the process is simpler than for tenants; the electricity meter is already in your name, so the application requires only your BESCOM Consumer ID/RR Number and Aadhaar card, with occupancy type selected as "Owner"
The Karnataka government issued a Government Order dated June 30, 2026, confirming the scheme continues but initiated a door-to-door verification drive from July 1, 2026, under which ESCOM staff visit every beneficiary to confirm eligibility and update records
During the ongoing verification drive, the government has stated that voter-roll verification will be used while reviewing beneficiaries. Homeowners should ensure their electoral records are up to date.
A homeowner with multiple meters can register only one meter under the scheme if you own multiple properties, only one electricity connection per person qualifies for Gruha Jyothi
What Is Gruha Jyothi 2.0 for Homeowners?
Gruha Jyothi (ಗೃಹ ಜ್ಯೋತಿ) is one of Karnataka's five Congress guarantee schemes, launched on August 1, 2023. It provides free electricity up to 200 units per month to eligible domestic residential households. As of July 2026, 1.74 crore beneficiaries have availed of the Gruha Jyothi scheme. The Karnataka government has spent ₹28,000 crore on the scheme up to FY 2025-26 and has allocated ₹10,578 crore for FY 2026-27.
For homeowners, the scheme is the simplest form to apply: the electricity meter is registered in your name, the connection is domestic, and the application connects your Aadhaar directly to that meter.
There is no monthly claim. Once approved, the free units are reflected automatically in every subsequent bill. A household consuming within the free unit limit pays zero for those units and can save several hundred rupees every month, depending on electricity consumption and tariff.
Who Qualifies as a Homeowner Under Gruha Jyothi?
A homeowner for this scheme is a person in whose name the domestic electricity meter connection is registered with the ESCOM.
The eligibility conditions that apply to a homeowner are:
Permanent resident of Karnataka, with name in the Karnataka electoral roll from 2026 onwards
Electricity connection must be domestic/residential tariff BESCOM categorises this as LT2A
Average monthly consumption in FY 2022-23 must be 200 units or below
Only one meter connection per person a homeowner with multiple properties can register only one
The connection must not be used for any commercial purpose a home-based business or shop drawing from a residential meter makes the connection ineligible
Aadhaar must be linked to the BESCOM account for identity verification
How Are Free Units Calculated for Homeowners?
The calculation is based on the household's average monthly consumption during April 2022 to March 2023, the FY 2022-23 base period. This base period is used for calculating entitlement even in 2026.
If your FY 2022-23 monthly average was above 90 units and up to 200 units: your free entitlement equals that average, up to a maximum of 200 units
If your FY 2022-23 monthly average was 90 units or below: you receive your average plus 10 bonus units
If your FY 2022-23 monthly average exceeded 200 units: you are not eligible for the scheme
For a new property with no prior consumption history in FY 2022-23, a newly built home or a recently connected meter, the initial benefits are calculated based on available data, and the scheme uses available consumption history and later recalculates entitlement according to the applicable rules.
July 2026 Critical Updates Every Homeowner Must Read
Update 1: Government Order June 30, 2026: Scheme continues. The Karnataka Government issued a Government Order on June 30, 2026, confirming that the Gruha Jyothi scheme will continue and that eligible domestic consumers will keep receiving free electricity. This was issued in response to public concern about the scheme's future following the verification drive announcement.
Update 2: Door-to-door verification from July 1, 2026. The Karnataka Energy Department started a door-to-door verification drive on July 1, 2026. ESCOM staff specifically authorised meter readers are visiting beneficiary homes to confirm eligibility and collect updated records. The verification, carried out two years after the scheme was launched in July 2023, covers beneficiaries under BESCOM, MESCOM, HESCOM, GESCOM, and CESC.
During the verification visit, keep the following ready:
Aadhaar card (for identity verification only; do not hand over the original)
Passport-size photograph
Voter ID card
PAN card
Ration card
Caste details are optional during verification.
Only authorised meter readers from your ESCOM will conduct this visit. If someone claims to be doing Gruha Jyothi verification and asks for money, report immediately to the Gruha Jyothi helpline at 1912.
Update 3: Electoral roll linkage. CM Shivakumar has stated that only voters whose names are in the electoral roll will get benefits under the state guarantee schemes, including Gruha Jyothi. With the Special Intensive Revision (SIR) of electoral rolls ongoing, check that your name has not been removed. Verify your voter list status at the Karnataka CEO website: ceokarnataka.ka.nic.in.
Update 4: Reapplication ordered for all existing beneficiaries. Existing beneficiaries are being required to undergo re-verification. Where asked by the ESCOM or through Seva Sindhu, beneficiaries may need to submit fresh details or complete a fresh application.
How to Apply or Reapply Online: Homeowners
The portal is sevasindhugs.karnataka.gov.in. Use only the official URL. Do not use any third-party portal or application claiming to process Gruha Jyothi registrations.
Step 1. Open sevasindhugs.karnataka.gov.in in Chrome. Do not use older browsers.
Step 2. On the home page, click the yellow bulb icon labelled Gruha Jyothi.
Step 3. Select your preferred language: English or Kannada.
Step 4. Select your ESCOM from the dropdown. For Bengaluru: select BESCOM. For Mangaluru region: MESCOM. For Hubli-Dharwad: HESCOM. For Gulbarga: GESCOM. For Mysuru: CESC.
Step 5. Enter your 10-digit Consumer ID or RR Number. This is printed on your electricity bill under Account ID, Consumer No., or RR Number. Do not enter the meter number; these are different. Enter the account holder name exactly as it appears on the ESCOM bill.
Step 6. The form auto-fills the registered address from ESCOM records. Confirm it is correct.
Step 7. Select occupancy type as Owner from the dropdown. This is the critical selection that identifies you as the registered meter holder.
Step 8. Enter your Aadhaar number. The system auto-fills your name from UIDAI records; confirm it matches your Aadhaar exactly. Enter your active mobile number for communications.
Step 9. Complete Aadhaar OTP authentication; an OTP is sent to your Aadhaar-linked mobile number. If your mobile number is not linked to Aadhaar, update it at the nearest Aadhaar enrolment centre before applying.
Step 10. Read the declaration carefully. It confirms that the connection is used solely for residential purposes, that you are a Karnataka resident, and that you are not registering more than one meter under the scheme. Check the declaration box, complete the captcha, and click Submit.
Step 11. An acknowledgement number is generated on the screen. Save or print this; you will need it to track the application status.
Once approved, the subsidy is reflected from the applicable billing cycle. The current month's bill must be paid in full. Do not assume the benefit applies retroactively to the month of application.

Common Rejection Reasons and How to Fix Them
A rejected application does not mean permanent ineligibility. You may submit a fresh application after correcting the issue. The most common rejection reasons for homeowners and their fixes are:
Aadhaar mismatch: The name or number entered does not match UIDAI records. Re-apply with exactly the name as on your Aadhaar card.
Consumer ID entered incorrectly: Use the 10-12 digit Consumer ID from the bill not the meter serial number. Try entering with or without leading zeros.
Wrong ESCOM selected: Each ESCOM serves a specific region. Bengaluru properties are under BESCOM; selecting MESCOM or GESCOM causes a mismatch. Re-apply with the correct ESCOM.
Average consumption exceeds 200 units: The FY 2022-23 average for this connection was above 200 units. The connection is not eligible; this cannot be corrected by reapplication.
Multiple meter registration: The Aadhaar is already linked to another meter under the scheme. Delink the previous meter first, then apply.
Aadhaar OTP not received: Your mobile number is not linked to Aadhaar. Update Aadhaar-mobile linkage at any enrolment centre, then re-apply.
What Homeowners with Multiple Properties Must Know
A house owner will get the scheme benefit for only one electric meter connection. Owning multiple properties and attempting to register more than one meter under Gruha Jyothi is a violation the 2026 verification drive specifically targets multiple meter registrations under one name. If you own multiple residential properties, apply only for the meter of the property you actually occupy as your primary residence.
