What Is the News About?
Karnataka has officially launched Panchatantra 2.0 , the second version of its award-winning Gram Panchayat governance software.
The RDPR Department built the first version over 10 years ago. It became the backbone of rural governance for 6,000-plus Gram Panchayats. Over 20,000 simultaneous users operated it daily.
But it was old. Paper processes still existed. Payments were manual. No single platform.
Panchatantra 2.0 changes that. It is a single-window digital platform that centralises every key Gram Panchayat function , accounting, citizen services, HR, property tax, building approvals , under one login.
To Know More About The Portal: panchatantra.karnataka.gov.in
If your property sits in a Gram Panchayat area, Devanahalli, Sarjapur, Hoskote, Anekal, Kengeri or anywhere beyond BBMP limits, you deal with the Gram Panchayat for taxes, licenses, and property records.
That process just changed. Karnataka's Rural Development and Panchayat Raj (RDPR) Department has upgraded its digital backbone. The new platform is called Panchatantra 2.0.
It covers all 5,955 Gram Panchayats in the state. And it directly affects how you pay property tax, apply for a building license, or get your e-Khata done.
What Exactly Is Panchatantra 2.0?
Think of it as a digital control room for every Gram Panchayat in Karnataka.
Panchatantra 1.0 vs Panchatantra 2.0
The original Panchatantra was developed by Karnataka's RDPR Department roughly a decade ago. It handled basic accounting and financial records for Gram Panchayats. It worked. But it was not designed for modern citizen services.

GP Administration Services (Internal)
Panchatantra 2.0 also digitises the internal functioning of Gram Panchayats:
Automated accounting of all GP schemes, receipts, and expenditures
Voucher management and financial reporting
HR and payroll management (HRMS module)
Meeting records and resolutions
NGSK 2.0, work monitoring for rural infrastructure projects
Profile creation and survey planning
This matters for property owners because it means faster processing. When GP staff have cleaner records, your applications , building licenses, OCs, Khata , get processed without the usual back-and-forth.
Who Uses Panchatantra 2.0?
Two groups. GP staff, and you. If You Own Property in a Gram Panchayat Area, this portal is relevant if your property falls under a Gram Panchayat , not BBMP, not BDA. Many peri-urban layouts in Bengaluru fall here:
Devanahalli, Hoskote, Nelamangala
Sarjapur, Anekal, Attibele
Kengeri, Bidadi, Ramanagara belt
Any village-adjacent layout not yet merged into BBMP
You will need Panchatantra 2.0 for your building license, OC, Form 9/11, or e-Khata.
Not sure if your property is under a GP or BBMP? Check e-Swathu (rdpr.karnataka.gov.in) or call your nearest GP office.

How Does Panchatantra 2.0 Connect to Property Tax?
Property Tax in GP Areas, Now Linked to Panchatantra
Property tax for GP areas has historically been collected manually at the Gram Panchayat office. That is changing.
Panchatantra 2.0 maintains a DCB (Demand-Collection-Balance) register for all GP properties, village-wise. This feeds into the BSK (Bapuji Seva Kendra) portal, which is the online payment interface.
What this means practically:
Your property tax demand is now digitally tracked
Arrears, current demand, and penalties are calculated automatically
The balance shown on BSK's 'Pay Property Tax' search matches Panchatantra 2.0's records
Penalties from previous years are included in the current demand figure
Penalty note: If your current demand shows ₹250 instead of ₹200, the additional ₹50 is a penalty generated for previous year arrears. Click the info icon on the BSK portal to see the year-wise penalty breakup.
What and Where It Flows
Property tax demand generated: Panchatantra 2.0 DCB register
Payment made online BSK portal: (bsk.karnataka.gov.in)
Form 9 / Form 11 linked: e-Swathu (RDPR)
E-Khata generated from: e-Swathu + Panchatantra records
What Should You Do Now?
Panchatantra 2.0 is live. Use it. If your property is in a Gram Panchayat area, act immediately.
Here is your checklist:
Action | Why | Portal |
Check if your GP is on Panchatantra 2.0 | Not all GPs are fully active yet
Pay outstanding GP property tax | Avoid penalty accumulation in DCB
Apply for a building license online | Construction without license = legal risk | panchatantra.karnataka.gov.in / Panchamitra |
Get Form 9 / Form 11 updated | Mandatory for property registration | e-Swathu + Panchatantra backend |
Apply for e-Khata via GP | Required for future property transactions | e-Swathu (sevasindhu + RDPR) |
Verify occupancy certificate status | OC needed for resale and loan NOC |
If you are an NRI, out-of-station owner, or elderly property owner, navigating GP portals without local knowledge is hard. Vault handles it for you.
