Karnataka Government Orders Mandatory Reapplication for All Gruha Jyothi Beneficiaries
Karnataka Chief Minister D.K. Shivakumar on Saturday said beneficiaries under the government's two major guarantee schemes, Gruha Lakshmi and Gruha Jyothi, would have to resubmit applications following the detection of deceased and ineligible recipients in the lists, which had led to misuse worth crores of rupees.
Beneficiaries will have to submit applications once again. "We are not going to stop the scheme for anyone, but applications must be submitted afresh," PTI quoted CM Shivakumar as saying.
The announcement was made after the Chief Minister chaired a meeting of Deputy Commissioners, Superintendents of Police, Zilla Panchayat CEOs, and Divisional Forest Officers from across Karnataka, indicating that the verification drive will be implemented statewide, not limited to Bengaluru.

What Is the Gruha Jyothi Scheme?
The Legal Framework and Benefit Structure
The Gruha Jyothi scheme was launched by the Karnataka government on August 1, 2023, providing free electricity of up to 200 units per month to households. Around 1.6 crore beneficiaries across Karnataka currently receive free electricity of up to 200 units under this scheme every month.
The scheme operates through Karnataka's five Electricity Supply Companies: BESCOM (Bengaluru), MESCOM (Mangaluru), GESCOM (Gulbarga), HESCOM (Hubli), and CESE (Chamundeshwari). For Bengaluru residents, BESCOM administers the benefit directly through the electricity billing system.
The eligible free electricity units under Gruha Jyothi are calculated based on the household's average electricity consumption recorded between April 2022 and March 2023. For households with average consumption above 90 units but below 200 units, the eligible free electricity entitlement is calculated by adding a 10% buffer to the historical average consumption. For households consuming below 90 units on average, the earlier 10% increment rule has been replaced with a flat additional 10 free units under the revised Karnataka Cabinet decision.
In practical terms, a household that consistently consumes within the threshold receives a zero electricity bill from BESCOM every month a direct saving of approximately ₹800 to ₹1,000 per month.
Why Has Reapplication Been Ordered?
The Three Specific Misuse Categories the Government Found
The CM's announcement was not an administrative routine. It followed documented evidence of systematic misuse across three categories.
Category 1: Deceased beneficiaries receiving payments. About ₹100 crore under the Gruha Lakshmi scheme has gone to beneficiaries who have died, and in some cases, beneficiaries had given someone else's phone numbers. After learning about it, the government investigated. While this specific figure pertains to Gruha Lakshmi, the same pattern of deceased beneficiaries was found in Gruha Jyothi records.
Category 2: Multiple meters under one name. Some beneficiaries have five meters registered under one name. The government needs information on whether they are owners or tenants, whether they belong to Karnataka or another state. The scheme is designed for one residential connection per household, not multiple meters. Registering five meters under one individual's name to claim free electricity across multiple properties is a direct violation of the scheme conditions.
Category 3: Commercial connections claiming residential benefits. The CM noted that some were availing of Gruha Jyothi benefits for commercial purposes, such as shops. "We cannot give benefits for business purposes, considering the rising cost of power," he said. Commercial electricity connections are explicitly excluded from Gruha Jyothi eligibility; the scheme covers only domestic/residential meter connections.
Who Must Reapply Gruha Jyothi Schems?
Every current Gruha Jyothi beneficiary, regardless of when they first applied, regardless of whether their connection details have changed, and regardless of whether they have been compliant, must submit a fresh application. The CM's order makes no exception for long-standing beneficiaries.
Fresh applications will also be needed for Gruha Jyothi, which has 1.64 crore beneficiaries. The government now wants to know whether such users are owners or tenants and whether they belong to Karnataka or another state, as it requires that information.
Additionally, the government intends to issue identity cards to genuine beneficiaries as a permanent verification mechanism going forward, replacing the current system where eligibility is self-declared once at registration.
Who Qualifies: Confirmed Eligibility Criteria
Reapplication does not change the eligibility criteria. The following conditions remain in force under the Gruha Jyothi Scheme as of June 2026.
All permanent residents of Karnataka with a residential electricity meter connection and an average monthly use of 200 units or less are eligible for Gruha Jyothi benefits.
The connection must be a domestic tariff category in BESCOM's classification; this is the LT2A domestic tariff. Commercial connections, industrial connections, and connections classified under any non-domestic tariff head are not eligible, regardless of actual consumption.
Only one connection per household can receive scheme benefits. Registering multiple meters of the same household under the scheme is a violation.
Residents of Karnataka, including tenants, temporary residents, and non-native residents, are eligible if their electricity consumption is below 200 units. Tenants applying must provide a letter of consent from the property owner along with their lease agreement and an affidavit confirming occupancy.
Applicants whose average monthly electricity consumption in the past 12 months exceeds 200 units are not eligible. Meter connections used for commercial purposes are not eligible.
What are the Documents Required for Reapplication
The reapplication process requires the following documents, verified from the official Seva Sindhu portal:
Aadhaar card, with your mobile number actively linked to receive the authentication OTP.
BESCOM Consumer ID or Account ID is printed on every electricity bill under the "Account Details" section.
If you are a tenant, you additionally need the property owner's written NOC, a copy of your lease agreement, and a self-declaration affidavit confirming you are the current occupant of the property.
No additional charges are payable for reapplication. The process is free of cost.

How to Reapply for Gruha Jyothi Schemes (Step-by-Step Guide)
Online at Seva Sindhu (Recommended):
Open sevasindhugs.karnataka.gov.in in Chrome. On the home page, locate and click the Gruha Jyothi scheme icon. Select your ESCOM from the list for Bengaluru, select BESCOM. Enter your Application ID and Connection ID from your electricity bill. Fill in the required details: full name as on Aadhaar, type of occupancy (owner or tenant), and Aadhaar number. Complete Aadhaar OTP authentication. Check the declaration box, enter the captcha, and click Submit. Note the acknowledgement number generated upon successful submission.
Offline:
Visit any Bangalore One centre, Karnataka One centre, or Grama One centre. Carry your Aadhaar card, latest BESCOM electricity bill, and for tenants, the NOC and lease agreement. The centre operator submits the application on your behalf. Collect the acknowledgement slip.

What Happens If You Do Not Reapply Gruha Jyothi Schems?
The government's verification drive will systematically cross-check existing beneficiary records against the fresh applications received. Accounts that do not have a corresponding fresh application will be flagged. Based on the pattern of action in similar verification drives, beneficiaries who fail to reapply risk having their scheme benefit deactivated.
If your benefit is deactivated, your BESCOM bill will begin reflecting full charges for your electricity consumption without the scheme subsidy. Reinstatement after deactivation will require a fresh application and possible physical verification, a process that could take weeks.
